Deputy Minister Kolychev, who is in Washington as part of Russia's delegation to the World Bank/IMF spring meeting, discussed the state of play in the Russian government's efforts to reform the tax code, Russia's overall fiscal policy trends and the outlook for the Russian economy's recovery.
Vladimir V. Kolychev was appointed Deputy Minister of Finance in February after having served for two years as the Head of the Ministry's Department of Long-Term Strategic Planning. Prior to his government service, Deputy Minister Kolychev was Chief Economist at VTB Capital from 2013 to 2015 and worked for 8 years at Rosbank, first as an Analyst, then as Senior Manager and Head of Research and Analytics.
